Monitoring and Evaluation Officer

Kaddy has a Master’s degree in Global Public Policy at the Russian Presidential Academy of National Economy and Public Administration. She also obtained a Bachelor of Education from the University of The Gambia. She began her professional career as a Gender, Human Rights and Population and Family Life Lecturer at the School of Education Gambia College. During this period, she rose through the ranks to Senior Lecturer, Programme Coordinator and Acting Principal Lecturer. Her programme coordination and monitoring role started with Teaching Practice and Observations Coordinator where she led the development of teaching practice observation tools and scheduling of lecturers to go for monitoring visits for a period of five years. She was responsible for the compilation of teacher observation reports In the early part of her career, she undertook a Fellowship programme on Women Peace and Security at the African Leadership Centre Kings College London. As part of the Fellowship requirements, Kaddy was sent to the Economic Community of West African States (ECOWAS) as a Research Fellow where she wrote two policy briefs titles “The Link between Climate Change, Gender and Human Development as a Case for Policy Formulation and implementation within the ECOWAS Region” and “The Role of The Private Sector in Reducing the vulnerabilities of Women in the face of Natural Disasters in Nigeria” respectively. During her tenure at Instituto Marquês De Valle Flôr as a Training Advisor, she led the establishment of two new vocational training centres in North Bank and Central River Region. She supervised and monitored training programmes that led to the training of over 400 vulnerable rural youths and migrant returnees. She designed mechanisms for awarding deserving trainees in the vocational centres supported by IMVF to have a starting capital to establish their own business and was able to monitor the impact on over 100 beneficiaries. She has tailored programmes and monitoring tools such as pre-assessment, training evaluation and field trip monitoring and reporting tools. Her key achievements at the United Nations Development Programmes as a Project Officer and Manage for the Mental Health and Psychosocial Support Project (MHPSS) include the following; Supported the National Human Rights commission to develop an Advisory Note on Mental Health. She has initiated development of a Standard Operational Procedure (SOP) and a comprehensive training manual mental health. During this period Kaddy has supported building the institutional capacities of the Civil Society implementing partners by leading the development of monitoring and reporting tools. Notable among the support rendered was the development of a monitoring framework for the implementing partners and report template which enhanced their efficiency in reporting project activities. She compiles mid-term, annual and final donor reports for the MHPSS project.
