Biography

Raymond Muhanji is a Regional Monitoring, Evaluation, Research, and Learning (MERL) professional with extensive experience designing and implementing multi-country programs across Eastern Africa and the Middle East. He specializes in mixed-methods research, MERL systems strengthening, and data analytics for evidence-based decision-making. Raymond has led the development of MERL frameworks, results measurement systems, and evaluation designs for complex, donor-funded programs supported by partners such as the Mastercard Foundation and pharmaceutical organizations including Takeda and Roche. He has strong expertise in developing interactive dashboards that strengthen performance monitoring, operational learning, and strategic planning. In previous roles, he led Regional Communities of Practice promoting cross-country knowledge exchange and standardization. Previously, Raymond worked with World Vision International, Amref Health Africa, and GOAL Global, contributing to MEL system strengthening and rigorous multi-country research and evaluation. He is passionate about leveraging data analytics, predictive analysis, and innovative digital tools to enhance performance, anticipate risks, optimize resources, and generate actionable insights that improve accountability, learning, and program effectiveness across diverse contexts while strengthening evidence and supporting adaptive, data-driven decision making for sustainable impact globally.
