Biography

Esther is a project manager and a Senior Community and Urban Development Specialist with over 20 years of hands-on experience spanning 2003 to 2026. She holds an MSc in Urban Management and Development (UMD) from Erasmus University Rotterdam (IHS), The Netherlands, and a Bachelor’s degree in Urban Planning from Makerere University in Kampala, Uganda. Esther is a certified Project Management Professional (PMP) and a Certified Strategic Project Management Professional (SPMP). Most recently, she worked with the World Bank as a local consultant on the Rwanda Urban Development Project (RUDP 1 & 2) from February 2019 to March 2026, before joining CorpsAfrica.

Her leadership experience includes serving as Director General of the Rwanda Housing Authority, and as Chief Operations Officer, and later, CEO for the Kigali Convention Centre. She maintains strong professional connections within both central and local government sectors. Previously, Esther served as a planning officer with the Kigali City Authority and as a community development officer at the University of Rwanda.
